Operational Security: The Science of the Administrative Record

​Because original documents can be "misplaced" within a unit, the individual maintains a Mirror Record. This is a dedicated notebook that mirrors the official file.

  • Metadata Collection: For every document sent, the log should include: the date, the time of pickup, the name/badge of the officer, and the specific subject.
  • The Strategic Value: If a grievance "disappears," this log serves as secondary evidence. When a family contacts the Ombudsman with a specific timestamp and an officer's name, it demonstrates a level of organization that often prompts the administration to locate the missing paperwork.

​V. 2026 Standards: Digital vs. Physical Records

​With the 2026 transition to digital mail, families should be aware that the original physical copy of a personal letter is often destroyed after scanning. However, Legal/Special Correspondence and Authorized Publications are often handled differently.

  • Fact-Finding: Verifying whether a unit is properly scanning all pages of a grievance or legal document is a critical part of the audit. If pages are missing from the digital view, a "Procedural Failure" has occurred, which must be documented immediately.
